Why isn't a question mark used after the site name, 'Was Obama Born In Kenya' wherever it is displayed?

We claim 'author's license' for the omission of the question mark. The phrase 'Was Obama Born In Kenya' as used in connection with this site is classified as a 'rhetorical (affirmative) question'.

Thus, you could ask someone ANY QUESTION which requires an EMPHATIC YES ANSWER and they could simply reply 'Was Obama Born In Kenya' and you would, or should, UNDERSTAND that their answer is YES.

The phrase resembles other rhetorical (affirmative) questions in common use such as 'Is the pope Catholic?' or 'Is the sky blue?'

There really is NO QUESTION concerning Obama's true place of birth in Kenya so we have chosen to simply omit the question mark after the phrase.
