The below linked article reports that a Mean Newborn Shoulder Width of 122.06 mm (12.206 cm.) was found for the babies studied. The standard deviation for the data was 10.50 mm. (1.05 cm.) Thus, Obama's reported shoulder width of 15.24 cm. was about 2.9 standard deviations above the mean. Normally, less than about 0.2% of newborn babies would be expected to have a shoulder width equal to Obama's at birth.
I suspect that there was probably some error made in either measuring or reporting the shoulder width data on the Kenyan birth certificate. Nevertheless, he apparently was indeed born with rather broad shoulders. Since he was short and only slightly-less-than-normal in weight, I assume that his weight at birth went primarily into his upper body mass.

I do question the unusually wide shoulder width data listed on the document and suspect that an error may have been made by the medical staff at the Coast Province General Hospital in either measuring or recording the data.
